If I were to make a make-up remover towelette, I'd use my favourite recipe for a make-up remover (from the Herbarie, click here) and soak the microfiber fabric in it. I would also increase the preservative to 0.5% (the maximum suggested usage for liquid Germall Plus).
If you wanted something more lotion-y to take off make-up or cleanse your skin, consider using an 80% or 90% lotion recipe. I like this 80% lotion recipe - click here for a summer time light lotion - but if you want to create one from scratch, then consider using this template for an 80% water lotion recipe. Make up the lotion, soak your microfiber fabric in it, and rejoice!
You can add a little surfactant to this lotion if you want a little more cleansing. Please add an amphoteric (like cocamidopropyl betaine or disodium cocoamphodiacetate) or non-ionic (like decyl glucoside) surfactant to this product as we don't want to mess up the emulsion by using an anionic surfactant! You won't see a ton of bubble-age with this recipe, but the tiny bit of surfactant will make it more cleansing.

WATER PHASE
75.5% water
3%% humectant of choice
2% surfactant of choice
2% hydrolyzed protein (optional)
OIL PHASE
8% oils
4% emulsifier
2% thickener
COOL DOWN PHASE
0.5% to 1% preservative
2% panthenol
0.5% extract (optional)
0.5% another extract (optional)
